Just get the TeraFlex third brake light extension.

The Teraflex brake light bracket will not fit with the Expedition One bumper. Easiest solution in my mind is to put a light in the center of your spare...

I never had one, nor was I ever pulled over or turned away for not having one. Doesn't mean it wasn't illegal, I just never had an issue with not having one.
