Help with emissions?

I have purchased a Grand Wagoneer which came to me from Idaho. I am having trouble passing emissions (the idling part). Took it to the local lube shop which also does emissions. Those guys are not any help trying to get it to pass.

Does anyone have a carb guy in Davis County? I'm hoping we can't get it through with some adjustments. It smells like it's running rich and isn't idling very good.

High Speed Test...
HC 420 (220 standard) CO 2.66 (1.20 Standard)

Idle Test.....
HC 2908 (220 standard) CO 10.81 (1.20 Standard)

I'm betting the cylinders are all firing good for now. Here's what I was able to do tonight. Am I on the right track?

Spark plugs were really black and it idled pretty rough. Exhaust smelled like gas. Pretty sure it was running really rich.

Tried to check the timing this evening but we couldn't find where to take the reading from??? Couldn't see any marks???

So we turned the distributor till it seemed to be running right. Then moved on to the carb (stock 2 barrel motorcraft). We hooked up a tachometer and set it to about 700 (not sure if that is a good idle on these).

Then we worked on the adjustment screws a little. The screws took 2 3/4 turns before they started to snug up. They were so loose, I bet you could have turned them by hand. We took then took them back out about a turn and a half. It seemed to idle better and it smelled better.

It is now idling quite a bit better.

Going to take it back to the sniffer tomorrow and see if we gained any ground. Any thoughts???

I tried everything I could think of with my limited skills. I drove the tank almost empty. Put a little more seafoam through the carb. Added some Heet (alcohol) to the gas and went to have it tested again.

We got close, but still couldn't pass.

I asked around and heard there was a guy at a local Tunex who was good with carbs. $100.00 later I passed. Turns out the main culprit was the timing. It was way up to 44. We may have advanced it a little the other night but not that high. I would have found that out if we could have found where to check it with the light. He made some slight adjustments to the carb too.

Running like a champ now.
