I have become increasingly concerned with this because I use a CRAPLOAD of throughput on my Comcast...if there aren't at least 5-10 torrents running at all times on my line, I would be surprised!

I think that depends, this guy the story is about was warned in December, before he could do anything about it they cut him off.

It'll be years before it's in but atleast they are a supporting city (Riverton). I've gotten spoiled at work, we have a 50 Mb and a 30 Mb fiber connections that are load balanced so when I go home to my crappy comcast I feel like I'm on dial-up again
