I'm told the link above isn't publicly viewable. Long story short, the Rincon Trail is closed and has been since 1979. Yes the state/county have asserted RS2477 rights to the road, no they won't pay your ticket. There have been some on going efforts with GCNRA and county detailed in that thread including and official comment on the EIS from EU and conversation with the Rec Area planner and county folks.
