Ive had this happen a few times on my semi..the alum corrodes to the steel, I just had to beat hit with a sledge for quite a while before it would break loose, then when re-installing I used anti-sieze on the surfaces to avoid it happening agian.

Working at a Tire shop, this happens ALL THE TIME, we usually spray the hub, and lugnuts, with PB Blaster, then you just have to hit it, rotating where you hit it, every once and a while, and just keep going that until it gives. Just make sure that the tire has around 50 PSI in the tires. That way, you wont be wasting your energy, and it will not absorb your hits.
