Is this normal

I picked up a 2006 4 banger 2.4 TJ project to work on with my 14 year old son. Today I finally dropped the transmission to replace the clutch and dropped the oil pan too as it is dented and leaking. Glad I did, as I found a loose bolt in the oil pan and a bunch of RTV junk in the oil uptake. While looking around I also found a strange hole in this part (maybe oil pump )that sits above the oil uptake. Anyone know if this hole in the picture is normal?

That is the balance shaft carrier cover, and it is designed to have that hole.
