The best adjustment is to pull them off and throw them away!!!

If that's not an option, the first thing you want to do is REPLACE EVERY vacuum line. That right there will solve a lot of problems. After that, Google "Nutter Bypass". That will remove the computer control from the carb.

Look into the Motorcraft 2100 carb. They make a great replacement carb, are super easy to set up, run better then Webers, pass emissions, and you get to throw out all but a few vacuum lines. They are pretty cheap too.
 
I agree with Unstuck. I have a 88 wrangler, 4.2, installed a ford MC2100. And a GM HEI distributer. No longer need the spark control module or pcm! Flawless performance and reliability. Passes emissions tests easily too. A guy in Colorado sells the 2100 and all adaptors for about $350.00, you can google MC2100 and find him. I bought the HEI distributer from Time distributing in SLC for $180.00 already converted with the cam gear and ready to drop in. The MC 2100 works fine on angles and won't flood over. It is only takes about 20 min. to change jets for altitude.
 
Overall I was happy with my 2100, but one time on a trail run a guy behind me came up to me and asked me if my engine was running on McD's veggie oil. I guess I smelled like french fries. :eek2:
