This seems to be the norm for our government. I like George Washington's advice, Stay out of foreign entanglements. When we fight a war we should declare war. Since al-Qaeda is not a country the only thing we can do is tell countries that harbor them that we will attack them where ever we find them and if the country does not support us we will declare war against them. No ***** footing around. No red lines just black and white.
