So it's not cranking either? In '86 Toyota installed a starter relay on the passenger fender. Make sure this is clicking when you turn the key. If it is, you at least have power to it. There is most likely a problem with your key switch.
Fundamentally a relay is used to supply a large amount of current to a device using a small amount of current from a switched source to activate it.
For whatever reason Toyota did not use the typical configuration of turning the key, closing the relay and powering the starter. Instead the relay energizes the key switch, which in turn completes the circuit to the starter.
How do you solve this? You can either swap in a new relay, replace the key switch or try this:
Locate wire '4' on the relay and run it straight to the battery.
Oh yeah...does the starter even work? Have you jumped it to the battery?
