Bradens idea is good in that it would be the safest. RS itself is twisty enough that speeds couldn't get into the ludicrous zone, and it would be easy to manage with GMRS radios. It lacks the go for the gusto baja road, however.
What I was thinking is this:
One complete lap is, say, 5 points. Extra points: Paint a line on the waterfall. If you scale the waterfall with all four tires to the right of the painted line, then you get an additional 2 points. RS Narrows: If you take the rocks to the right at the start, plus 1 point. If you take the bigger rocks to the right (where the tree used to be) plus 2 points.
In the RS narrows section, If you cause a rig behind you to stop and wait for, say, 5-10 seconds, you will be flagged by a referee at the mine tailings above and you will have to take the longer penalty loop. Otherwise you continue down the baja road in the usual manner. If you have rigs backed up behind you when you reach the bottom of the baja road (where you turn right to return to RS) then you will be flagged over and have to wait 1 minute. 4 volunteer ref's needed with radios to make it all work.
