I've checked all the fuses, they look good... i taped up the spot where the wire was exposed and grounding out on the bumper. When i turn on either signal/hazards i hear one click, and that's it. nothing.... anybody know where else i need to look?

flasher module? square or round thing on the fuse box. ~$10. Good place to start testing too, pull the flasher unit turn ign key to on position and set blinkers to r. or l. see if there is voltage coming in somewhere, then unblink and see if the voltage goes away. switch to other direction, see if it comes back, Depending on the module may be in a different place.

Try smacking it (the module) occasionally they will hang up and smacking them will make it work for a while.(it'll need replaced but verifies that it is the moduel that is bad)

are you refering to the module right next to the fuse box by the driver's kick panel? i pulled it out, looked it over, then stuck it back in... but i didn't smack it... i'll try smacking.... though, my dad always said, "brain over broan".. i'm still not sure what that means.;)

DO the 4 ways work?

i'm going to assume the '4 ways' are the hazard lights? and if they are, yes i've tried them, and no, they don't work either...

Check the bulbs? Might have been popped when the wire was rubbing a ground. Also, check the flux capacitor and make sure you have plenty of headlight fluid.
