Have you thought about cost? A scout is going to be tremendously cheaper than a scrambler.

For example: say you have $5k to spend to get teh vehicle and fix it up...well with the scrambler you are going to get a scrmler in decent shape and MAYBE a lift kit. The scout you are going to be able to buy the scout do whatever you want to do to it and probably still have money...but then you run into the issue that others have pointed out, the scout is very limited to what is available as a bolt on items. If you want to fab then it will probably be sixes for build-up costs but the initial cost is going to be much higher on the scrambler...
