Shocking decisions for my XJ

So heres the deal.
I built this jeep 10+ years ago, at that time the Ranch 9000 was the bomb! I installed some 9012's along with the onboard compressor etc but always ended up running them on 9 so I pulled it and reinstalled the adjusters on the shocks.

So, I've been running them on 9 and have been feeling more and more that they are just too soft.

I've ordered some Procomp Nitrogen filled shocks.

Now I'm second guessing that decision and wondering if I should look for something stiffer, if there is anything and that's why I'm posting.
Hoping someone here can give me some advice.

It's a 90 xj, roughly 7" of lift running 38" tires. typically I'm carrying 4 people and an additional 300lbs of gear.

I've run several different shock combo's over the years, but I went with Bilstein 5165's on my current XJ and I've been happy with them. I went with 255/70 valving but you can go with a 360/80 valving if you want a more firm ride. The 7100's are tunable out of the gate, but the 5165's can also be tuned and rebuilt if you have friends in the biz.....
