They’re probably just aftermarket flares, but I agree they look like trash.Another on in Denver . What is going on with the fender flares? Did someone take those off a tj and put the on a jl? Why?

That would be this.Look like they came off a bronco raptor 😬
Is the Scout actually solid mounted or does it have a shackle reversal?Spotted some sweet mods to a couple Internationals... a Scout with a lift and solid shackles and a Travelall with an I-beam front bumper, behind the stock chrome bumper!

So that looks like the inner is designed to rotate? Maybe it twists a bit but not a lot and acts like a sway bar?a Scout with a lift and solid shackles

Kevin is exactly right, that plate between the springs acts as a sway bar.
If the axle compresses evenly, it will rotate just like shackles would...no work hardening. If there is body roll or articulation, the plate will need to twist. I assume it's made of a spring steel to deal with the intended motions.I just don't see it moving much at all... I understand the idea, but if it moved much at all, it would work harden that plate and tear.

It's for on-road use, just like most "normal" swaybars. 🙂Yes, but how often do shackles move together... especially offroad, seems counter productive for a lifted 4x4. I'd be curious how it actually rode.
Maybe that's why it's a bolt-on? Consumable....I just don't see it moving much at all... I understand the idea, but if it moved much at all, it would work harden that plate and tear. That steel is 1/4" thick!
