Here is another idea. Should prevent drive offs, and making towing it more difficult too. There are probably others out there, but this is like one of those boots that the meter maids put on cars so you can't drive off. Not sure what max tire size it would work on.

This is what I had on my old WJ. It is like a mini kryptonite bike lock that locks the shifter into park. It's pure beef and almost tamper proof assuming the thief doesn't have access to a grinder or plasma. The mount is welded/braced into the tunnel in a few different locations. You use a very custom key to unlock it.
