They wouldn't even test it!

It's been a very frustrating day, I spent the majority part of the day finishing up loose odds and ends to get my 4runner to pass inspection then took it to shop number 1, after dropping it off, they wouldn't even test it for emissions! They said because it has the 5.0 in it if it were a year early (84 instead of 85) then the swap could be legal. But instead they wouldn't allow the small block ford in the 85. I thought they were just being ignorant so I took it to shop number 2, who are very cool guys I chatted with them about wheeling for a while then they said well lets pull your rig in the shop and test it. He started it up, turned it off then asked if it had a V8 in it. He then said he wouldn't even run the test. So now after a long day I am without a tested rig. I would have loved a failed paper atleast that way I could atleast get a temporary permit and drive it to Moab this week. Does anyone have any advice on what I should do? I don't want to get anyone in trouble I just want it to be legal. What are my options at this point? Does anyone know the laws concerning a V8 in an 85?

Do you need a failure report to get a temporary? I don't remember having to take one in to get the temp tag. In fact I would think quite the opposite... I got the temp tag so I could legally drive it to the IM place.

What year is the 5.0 out of? If it's newer than 85 it'a a legal swap, but the initial test HAS to be performed by Salt Lake County. I'm asuming you have all the required stuff cat, smog, single exhaust. If not, don't waste your time...

ditto on that has to be the same year engine or newer then the vehicle it's in and has to have all corresponding emissions equipment that came from the donor car.
 
Yeah, you can get the temp tag without testing.

My understanding continues to be that the emissions must meet the levels indicated by the chassis. If it's an '85 Runner, doesn't it just need to test below the levels for the stock '85 Runner? That might be hard to do with a 5.0 in, but at least they can test. They probably just know it will fail.

From what I remember hearing and correct me if i'm wrong. Because it hasn't been registered in two years. It will need a failed report to get a temporary. Where would I find out the information?

The engine is out of an 88 or 89 mustang, so it should be fine right? But getting it to pass the emissions would be difficult. Another question if I wanted to test it in a non emissions county can I get a temporary in Davis county and go test it in say Weber county?
 
My friend and I just got a temporary tag for an International Scout that had been sitting for 15 years in SLC. I don't know if the same rules apply, but we had no problem getting the temporary registration and tag without any sort of testing.

Ok so if I want to get it registered in a non emissions county such as weber, and I need a temporary permit then i'll have to go to the DMV up in weber pay the registration fees, add $6 to that, present title, proof of insurance, and picture ID. Then I have 15 days to get it ready for the inspection?

....and you'll need to live in Weber county.

Whatever you end up doing to get it to pass you'll have to deal with the Davis County Health Department (801) 546-8860 When you do major swaps they have to certify everything.

If you've got all the emissions junk from the Mustang, I don't know why they can't test it and if it passes for an '85 4Runner, you're in the clear. You will probably have to take it to the SL County Emissions dealio on about 5200 South and about 9th East. I'd call Davis County first, though. They were pretty helpful with my swap in my 'Jeep'. Told me exactly what to do. You may end up in Kaysville at the diesel emission test joint for an evaluation similar to what would happen at the SL county one.

Like any aftermarket motor mods e.g. my scrambler has a fuel injection kit, it needs a paper signed by the health dept. saying that your mod is cleaner not dirtier. They are very particular. I can't get my emmissions done without that paper. They won't touch it. I agree with scoutabout. The i/m person will test the rig at it's original emmission level. Could be difficult with a larger motor. I can pull it off with my cj7 with a chev 350. Temp stickers are easy to get, I think I got an extension for being nice and $5-10 bucks

I just ran into this, and I didn't need a failed inspection to get a temporary. I simply went in before my reg expired, paid the fees and asked for a temporary. This was in Utah county....
