You can only register vehicles where you live or own property and have a valid address.
You should be able to get a temp permit without a failed emmisions.
Because the V8 is newer than the rig it should be fine as long as it meets all the smog and emmisions requirements, pumps, cat, O2, ... and have at least as good of exhaust system.

Or you could own property in Montana and register it there. No sales tax to pay when you buy your vehicle, no Safety or Emmisions, and anything over 10 years old you can get a temporary registration for it so you dont have to register it ever again while you own it.
Getting pulled over by the cops and them asking why you have a Utah DL but your vehicle is registered out of state is a diferent story though. Utah doesnt like you registering your vehicles out of state.
Alot of my familys vehicles are registered up there. To reigster my Ducati down here in Utah county after buying it would of cost me $600. Up there it cost me $90 and they accidently registered it for temporary.
All Wasatch Front counties require emissions Utah, Salt Lake, Davis and Weber. And Salt Lake has different requirements so from what I was told if you were in Weber or Davis county you couldn't test it in Salt Lake County. But I think Davis and Weber are the same. Not sure about Utah.
It still kills me that Utah has tougher emission laws that California. Its all about $$$

Well weber does require emissions. (lived there 3 years ago and I am preaty sure. Box Elder does not. I have property up there and I do the same thing. I get safety tested here in slc and I tell them I dont need emissions. Then I register it here but I use my Brigham city address. I never have to drive up there exept to get my renewal papers the next year.

I have property in duchesne(sp?), and I did the registration there once, but got stopped in moab one time. The cop wasn't happy about driver's license and insurance at one address and registration in another. Just about got impounded. I won't play that game again.

Got to have/know a connection somewhere along the way that has an addy north of the border, no smog anywhere except for Boise, and $40 or less for a years tags.

And actually, now that the foggy wheels are turning, I remember vaguely something like that when we moved.
My van was catless, and didn't think it would pass, and rusted enuff to be borderline DOT safe, was almost a truggy, and had only mother nature to blame, so was gonna keep the tags here, and found out that was a bad idea, will shut up now, and go back to lurking opposed to posting.

I ran into that problem a few years back... Lived in CA, rented my house out, got married and moved to WA. That lasted a year and I was back in my house in CA. I did everything legal, got a WA license and even surrendered my CA one. About 2 weeks after getting back, CHP pulled me over and gave me a ticket for out of state reg. Said I still had a valid CA license, even though I showed him my WA license. After explaining it's not my fault they didn't cancel my CA license, he gave me the ticket. I played h$ll proving to them that I did actually live in WA. Had to give them mortgage and payroll records. What a nightmare it was...At no point in the ordeal were they friendly or did they even say thank you, sorry, kiss my a$$, etc when it was done, I just never heard from them again.
I was just going to say that when I was in California it was easier to register than here! No safety check, just emission. I guess Utah is cracking down on the safety check because now they are demanding mud flaps that cover 1/2 the tire, a lot of stock 4x4 trucks dont even do that!

Not even.. Emissions are WAY tuffer, more expensive (not regulated), pass or fail, you pay, you also have to pay for the test and certificate, and registration is WAY more expensive. I'll take UT anyday over CA!
At least California has a rolling year of emission exempt. Utah has a set year! I think it is 1968. California is 25 years or older so the date changes every year. It's asinine to hold a 30+ year old vehicle under the same stipulations that a new vehicle has. So in that relm, California is a lot easier.
It's not like all this is going to help one bit with the environment in the big picture anyway.

It does though, it helps fight smog bigtime. For example, California (SoCal) has way more people (30 mil to 15 mil) than Washington, however Washington (Seattle) has way more smog - figure that one out if it doesn't help. Something is being done right...
Im not against doing what you can to help out to a point, but talking about the "Big Picture"... For example, China burns 1.7 billion metric tons of coal this year alone and that is supose to be up to almost 3 billion metric tons in less that 10 years. Even the uneducated, like me, knows that China's polution effects the world as a whole. I just think that doing emmissions on my 4 cylinder 89 horsepower engine is a waste of time. Big buisness should be the focus not the common Joe Blow....

Point made and I agree. Everyone should do their part, though, not just big business. But I think they are more leinant on big business than the common Joe Blow - which is very wrong, IMHO.
You guys are funny...when you need to hire three full-time employees to meet your state and federal emission requirements you can say that! Business is just able to pass the costs on to their customers and you can't.
I think the emissions testing was a good thing, but with the new cars and OBDII is has become a bit of a moot point...Is the check engine light on? NO. OK you pass!
