why are people just standing around watching it all happen instead of going to the top of the street and the bottom of the hill and stopping cars from entering this mess? I think the guy filming this should be part to blame along with all the people just standing around watching.... this is just stupid people....

The guy filming should be held responsible? Get real; if anything he should get an award for funny commentary and a decent video record of the events. He, or anyone else have no obligation to block the road. Common sense does tell one to warn other drivers, and at some spots in the video you can see several people at the bottom in the road. Ultimately drivers attempted the hill and were denied..
