There are only a few parts in there. Find the problem and fix them.

ive been working on them all day and no luck. ive tried everytrhing

Post a couple pics. They are incredibly simple once you figure out what goes where and how it does what
Its possible you are either missing parts or have broken a tab off of the inner workings. I might have the spares you need if you can identify them.

Assuming you don't have the auto hubs I'm guessing that your spring is not properly attached on either the inner gear or the dial.
Pull them down completely and clean them really good. They require only a small amount of light grease (magnalube works great) and if there is too much of say a bearing grease they can stick too...

ive figured out the problem, i installed them wrong and went to twist them to lock, and bent the inner tabs....
