why is this?
dont really dont know. I guess that when they wrote the book they thought that the bumper should have space behind it so when you are in a crash that the bumper has a place to travel to help slow down the mass behind it.

These seem like they would be the toughest. Does (b) mean no booger welds? or that my cage should have x bracing? ;)

As for 2- that seems tough, if you tube it out your going to want to dove tail the rear. :(

Don't forget about 'booty fab' !

legal ?

Well i do inspections and last thing the highway patrol sent to our shop was a letter that said if there is any alteration in lift, supension or otherwise it is required to have mudflaps and the tires must be covered 50% that doesnt mean the top of the tires just the rear , and as long as it covers the entire width of the tread.

But if you remember what it says in the safety book and also the new updates. The whole tire must be covered not just the rear of it. That new update does not mean that as long as you have mudflaps that you are nolonger required to have the top of the tire covered with a fender/fender flair. The whole tire must be covered with something to meet utah safety requirements.
