No. If it already has a Utah title, there is no need for a VIN inspection. (My car had an Idaho title.)

My Dad has a 71 F250 that was due for inspection this week. I told him to get these Vintage Plates so he no longer deals with Safety & Emissions. He took in his expiring Registration, paid for new Plates/Registration & is now as happy as can be. I'll do the same on my Scout Project if I ever get around to working on it.
