Webers are pretty simple and very tunable. They work great on the street, but offroad is a whole other story. Even with all the float adjustments, pressure regulators and mounting them in different ways they still love to flood everywhere. I have been there and I don't recommend the Weber route to anyone that goes offroad. For the most part the stock carb works very well when its running like it should.

Running rich could be as simple as a worn out needle and seat or improper float adjustment/level. If you have not preformed the vent mod I would do that before anything else. If not vacuum from the throat will actually suck fuel out of the float bowl and over fuel the motor especially at higher rpms.

The Weber is a very easy modification and with the float modification it performs off road pretty well. But you will (and I mean will) flood out on extreme angles as Rot Box says. But you can't beat the performance gain for the price. And also, as Rot Box mentioned, a stock carb in good order will function better off road than a Weber, but is anemic, to say the least, on the road. Plus, rebuilding a stock carb is as much as a Weber new. If you are planning on doing a 1.6L 16v swap, I would just save your pennies and adjust the stocker for now.
The vent mod is this little tube that extends the vent in the bowl to keep it from flooding. You can get it from PetroWorks for $10.
As for the smoke, what color is it?

yeah i could of guessed, make sure and check that the block is not damaged and all the gasket is taken off, if you are in the ogden area Jensen auto and machine shop are very reasonable and have treated me good valves arent too bad, but it should help alot when you get it all back together

if you are going to rebuild the head then cleggs down in orem is what lowrange uses and when I was trying to get pricing on rebuilding a 1.6L 8V head they were the cheapest at $175 including parts.

HA, come drive my 1.3, ive got probly as much power as an 8v. Altho i am .20 over with a mild port job on the head, a Harley Davidson side draft carb setup, and a header and exhaust. The 1.3s are almost bullet proof with the execption of head gaskets, but if done right and maintained rite these little motors will run for ever.

As far as carbs go the stocker is better than a holley anyday as long as its tuned properly. A venturi tube will make it breath better and if you figure out a better vacuum system for your secondaries or completely take the butterly out it will be tons better than what it is now.
