I honestly don't know the answer all that well, other than my own anecdotal stories of friends traveling to Germany, Turkey, and Mexico to have surgeries that weren't allowed here or were too expensive here. I had a friend travel to Germany for 2 weeks. Spent the first week touristing with his wife, 2 kids and inlaws , then the inlaws flew home with the kids, he had his back surgery, spent a week in some sort of fancy medical hotel and flew home first class. All said and done, it was tens of thousands cheaper than doing it here.

I also think we all know people that travel to Mexico for dental or pharmacy issues because it's so much cheaper.

My wife gets a uti just about every time we travel internationally. The international drugs they give here are, by her own account, way more effective than what she gets here. I'm also sure it's not quite that simple, but you can't argue with results ;)

The difference here is that there is a “tourism” medical marketplace that is available to people who come from out of the country who have the money to pay cash for procedures. My sister had an elective procedure done in Mexico with an American doctor that she paid cash for. It is a procedure that she would have had done in the states but it would have cost significantly more.

I have a friend who goes to Mexico every 6 months to have a stem cell procedure that is not FDA approved for his psoriatic arthritis.

The big difference here is that these are all being done outside of their social medicine structure. In fact we could call it capitalistic medicine since they are a cash paying clientele. Nobody who is working within their social medicine system without cash is getting those procedures done as quickly or without the red tape as those with the cash.
