I bet that dude is wearing someones skin in the sleeper of that truck. I think this falls under the see something say something idea. No sane person custom fabs a kitty litter box on the dash.

It's a factory tray on all of the dashes. My truck has a CB mount there. It will obviously take a full 10lbs bag of cat food as well, and every pothole bounces a kernel or two out of that tray and down your defroster vents. 🤢
