An ozone machine will 100% remove all smells. At least mine does, which is a "commercial" unit that I picked up a while ago used on KSL. I've used it a few times on different vehicles. The worst one was left on overnight. Most are an hour or two with the engine and A/C on recirculate.

Scan the GM computer. Your Jeep computer will have several codes causing a fail. Your inspection may require your VINs to match so you’d have to figure that out.

Drop it off at your local shop and tell you’ll pick it up when it’s quiet and passes emissions.
