I am pretty sure we do it is just not public knowledge. I dad use to make deliveries to Edwards airforce base in CA. and he heard a few stories about helicopters not that far away from people eating lunch that were very quite.Doesnt our military have some form of this already?
I remember out driving around a military training area south of boise in a stock toyota 4runner (no top) on the gravel roads one night. We were being watching and tailed by a military helicopter less than 500 ft off the drivers rear corner. Big, bad, and mean... But we couldnt hear it untill we turned off the truck.
I don't think it's a myth. I walked around a corner at MMP, late for one of the American Le Mans races, and there was an Apache hovering about 12' off the ground, I didn't hear it until I rounded the corner and even then, at less than 50' away it was QUIET.
And it was on the lee side of the structure, so none of the Tooele Valley wind to block the noise.

I was a big Airwolf fan when that show was on. My Cub Scout pack was the "Airwolfs". Not that long ago the actual Airwolf helicopter was auctioned off on Ebay.
I'm not an Army guy but the Apache does seem to have something that will let it hover quietly, but I believe it affects performance. I could be very wrong. But I have seen Bell JetRangers that were quiet enough to have a conversation while next to it. Noise cancelling device slung under it. Now that I recall, it WAS a black helicopter...
Loved the Airwolf series, and fuselage kits for Airwolf replicas are still popular with the RC helicopter people. Another good show was Blue Thunder.
