Sleeving the holes is a really good idea, and would make the painting easy. I'm not at all sure I can find tube or pipe to sleeve it with though, since the holes aren't necessarily any "standard" size...they're just whatever fit.

Since they're not structural, just there to keep crap from gathering inside and to make it easier to seal and paint, I would just get some light gauge sheet, cut the strips to the width you need and "roll" them yourself. You could even just get one of those small 12"x12" sheets from Lowes/Home Depot.

Does nobody like POR15. You can pour it in and just roll the part around to coat the inside and pour out the extra. Then paint the rest of it with whats left.

I settled on the "spray inside everywhere and let it run all over" approach, then wiped the excess off the outside and sprayed as normal. As much as I like the idea of sleeving the insides with pieces of flat stock rolled into tubes, I figure the amount of work that would take would be more than just re-making the entire arm...so I'll roll this way and see if it rusts away too fast for my liking. :greg:
