Bright Colors are Happy Colors, and anything silly will make them laugh. Thus the crazy shoes and hair.

Although you seem to forget that not all clowns dress up silly.
Ex: The three stooges, Charlie Chaplin, even Jim Carrrey.
They can be considered clowns but seldomly dress in the way you are referring to.
