You trim off the edge of the square mounting plate on the front of the frame. Then slide the new crossmember over it. It bolts into the tow hook holes, and then you level the bumper and drill a 9/16" hole through the bottom of the frame once level. Then tighten them all up. You also need to trim the lower fender supports off the bottom of the fender on each side. That is it.
It does NOT require shortening your frame like the ARB does.
Tacoma and 3rd gen 4runner versions are done now. Cut files are loaded and we are burning them out. We are building the jig next week and will start assembling them as soon as its done.
Here is a 96 that we just finished, and test fitted it on my double cab to make sure it fits. It does, although its very tight on the 01-04 "bubble" grill. It still fits.
