It boggles my mind how many good reviews he has. I'm trying to get all my neighbors to write one because this is ridiculous.

I think it's a Utah thing, people are too nice and scared to tell the truth, in addition to just not knowing what decent work looks like.
Just like the places like Any Hour services, they're notorious for ripping people off and lying to customers, yet they still have 5 stars on google.

Also, La Casita mexican restaurant in Springville. Hands down, the worst mexican food I've eaten in my entire life, bar none, and they also have a 5 star rating.

Basic psychology. People who spend money want to feel like it was money well spent, so they convince themselves. Same reason you see so many people telling you the latest tires they bought are just the best, and Amazon reviews are full of five stars that read "I haven't used it yet but it looks awesome".

Also, these companies buy good reviews. If they're not utterly fake, they're solicited and paid for.
