Diluted muriatic acid (lowes $7/gal) to gently eat the rust in a few minutes. You'll need to coat it well with wd-40 or something or it will probably rust again very easily.

I heard that adding electric current in water with baking soda can remove the rust. Just soak the tools and leave them for a couple of days.
