safety inspection

I got a toyota that isn't street legal. It isn't registered, has no safety, etc. No fender flares and no mud flaps, no cat, that kind of stuff.
My question is about a safety inspection/emissions place that will pass me. I'm not just going to take it down there without changing anything. But a place that will work with me. For example, i do need huge fender flares about 8" or a little more. If i put on flares that didn't cover the entire tire and the shop would still pass me.
Anyone know any places.
Any suggestions are helpful.

I don't know of a vendor that "has safety" to sell, it sounds like if you could buy safety as you could buy soup then you'd need cases of it.

Restrictions are pretty strict now and will continue to be that way. Most shops love to fail vehicles like this because it gets them off the radar for passing everything. Especially if you don't have a cat, of course depending on where you live, they won't even touch your rig.

I'd suggest moving toward the OHV licensing direction for the least amount of work, otherwise you'll need to jump through some hoops like the rest of us to get it passed.

Flares must cover the tread too, people get away with it but i've had shops hold a straight edge up to mine to check.

Good luck if you try, it sounds like you have your work cut out.

I would first go over the safety inspection manual line by line, and fix as much as possible.

Unfortunately, most shops are getting pretty strict because UHP has been coming back on them hard, a lot of fines. I used to be able to register anything I wanted, till my connection got busted, now he won't even give me an advise on anything.

I don't blame em, its there business, so best advise is just to make it legal, by any means possible, if not, then look into OHV registration. But I would also recommend trying to make it street legal first because it is a PITA to go from OHV back to Street legal, this I know first hand.

Bring a few spare bucks (cash only of course) and hand it to him with your key when you drop it off, he'll get you taken care of. Going rate is $50 for a safety "skip" and $75 if they have they have to hook up someone elses vehicle for the emissions test too. Oh yeah, you'll need to dress like a cop, after-all officers never do sting operation when in uniform, its their way of knowing your legit. You don't have to go all out, I usually just wear an old boy scout uniform, Dickies pants and a fake badge from Walmart. They get the drift. Good luck!

plus i would be one pissed off driver if i got behind someone that had tires sticking way out and no mudflaps and they flipped rocks all over my truck breaking the windsheild and chiping the paint.

The sad thing is, my windshield got broke by a stock escalade! (I was in the crew cab)

If my tires pick up a rock and throw it, its not going to be pretty. The huge voids dont tend to throw much, its the little gaps and siping thats bad. I would much rather follow a set of sx's on a gravel road that a set of BFG A/T's. (if the driver is spinning the tires its another story)

I think you might have missed the point. I get sick of FNGs coming on our site thinking that we are all a bunch of rednecks that hold the secrets to getting around the law and we will share it with anyone who logs on...

Good old Harry, take's care of me all the time! I've got used to the pat downs... it's become standard procedure over there. You can never be too safe.

Don't forget about the free spittoon with the purchase of every safety skip.

When I lost my registration the officer told me the there has been a big problem with shops passing vehicles that should not be passed in Utah--and I agree. For awhile (here in CV anyway) they would go back to the shop that passed the illegal vehicle and revoke their privledges for one year and that actually made quite an impact. For awhile there it was REALLY tough to find a shop willing to look at a lifted 4x4 and not throw the book at it.

My 2cents: Just make it pass legally in the long run it will benefit everyone.

I agree, if we keep finding ways around it or someone who doesn't care and just passes anyone, as cool as that is , we are just shooting ourselves in the foot for the long run. They will start making it harder and harder for us to pass. All that we fight for with this stuff just gets blown away by this, just giving them ammo. IMO

If you are willing to make some sacrifices, its not that hard.


Just go through the inspection manual like they would, fix any issues that are a fail, and you should be good to go.

If you have questions on certain gray areas, we can try to help, but it may come down to the opinion of the inspector.
