    My friend and I just got a temporary tag for an International Scout that had been sitting for 15 years in SLC. I don't know if the same rules apply, but we had no problem getting the temporary registration and tag without any sort of testing.

    The machines have a "real time mode" where you can read the stats as you fiddle with things. Find a shop with some friendly. Hook it up and play with idle, mixture, even timing until it appears to meet the specs. Then have them test it.

    I say ticket the crap out of them. The bigger the fine, the more friends they will tell about it. I like the good cop approach as well. It's a better long term solution.
