The factory GM TBI unit FPR is set for a nominal 13 psi. Which is what the PPH rating on the injectors is based on.ILean is correct the factory spec for fuel pressure to the TBI is 10-14 psi. If you want to over driver the injectors you have to replace or modify the factory FPR in the injector pod.

It could be a combination of an aging fuel pump ( static pressure may check good but pressure falls as load/volume increases) and a bad ballast bypass relay.
