So yes, chlorine is used to treat water and is safe for consumption at those levels. Chlorine gas is also used in chemical warfare. Chlorine bleach can be highly toxic ingested, inhaled or in contact with eyes or other sensitive tissues.
It is not considered at higher doses that that used in water purification.

Could there be that happy medium when it is both safe and effective as a treatment for infectious diseases? Perhaps but far from established. Especially as to a long term cure and not single day drop in identifiable organism as they used in the video.
