Just curious, have you had any issues with the 450C being under the hood?
I had the same set up as your's on my last Jeep, and issues with engine heat. On summer days, say in Moab, my compressor wouldn't start due to it sensing it was overheated. I finally had to disassemble the compressor...
This is what I did:

Search around, this same compressor is available in a 12V version. It's served me well so far.
I would think in most areas of Davis county, this would be considered redevlopement.
Not bad up this way (15-20 mph), but I've got all my generators up and running just in case.
My family tradition is to pull it out of the box, and plug it in.
Then kick back and admire it while drinking a beer, while the wife fiddles with the balls and stuff..
Why would anyone do this to a perfectly good truck? :D
Have you considered a roll back cover? At least that keeps your crap out of sight so it's a little more secure.
You'll need:
1/2" drill bit
1 replacement wheel stud
24 quality lug nuts (toss your's in the trash)
A good hand drill
And last but not least, patience. You'll be a while drilling that out.
