You really need to decide if it's worth it or not. There's no cheap option, and you're still going to end up with a crappy 4.6 when you're done. Sometimes you just out grow your rig, and have to bite the bullet and move along. I'm not saying go grab an 07 Cummins, but there are a lot better...

400 clams is dirt cheap, I just gave MAACO $1700 to repaint mine. If you want any cheaper, you're gonna have to bite the bullet and do it yourself. It's not that hard, and it's still plenty warm to get a quality job. If you're not really picky on your color, visit Ebay. There's a guy on there...

If all else fails, drain it out and see. Should be around 4 1/2 qts. in it if the pan is stock.

If the valves were too tight, you'd have low compression. Even if they were too tight, there's nothing in the valve train that can cause blow-by. Having decent compression doesn't always mean your rings are good. Try a cylinder leak down test to determine the condition of your rings...

I'm assuming you're plumbed directly to manifold vacuum?? Likely source is bad rings..... :-\ Got a vacuum guage to see if you're actually pulling any?
