There's nothing in the safety manual that says it has to be mechanical.
From the Utah code: "...which complies with performance standards issued by the department in accordance with federal standards."
I haven't read the federal standards, but I'd bet that's where they get you. I don't know that they'd require a mechanical parking brake setup per se, but I'd bet they require it to be a separate system from the service brakes.
