Tinkercad.com is free, I believe fusion 360 is also free for individual use.

As Spork said, Tinkercad is free as well as fusion 360 for non commercial use. You can also draw 3D models in Google sketchup. There are several others that I have no experience with. You can take pretty much any 3d drawing and convert in a slicer. I'm using Cura to slice SLT files into Gcode that the printer reads. Cura is free.
None of the prints I've downloaded have had a price. Thingiverse and Printables are all free. Cult has a bunch of models you can buy but I haven't paid for any yet.

Finally got lightbar bracket V2.0 bolted up. This one is the final plastic version as this is where she wants the bar to sit. They will serve as temporary brackets until I make their metal counterparts.

The micro cards are loose in their slots. You just tip it upside down and they fall out.
