"Coyote was NOT legal when it was created because it violated the "undue and unnecessary damage" requirement"
Response:
The "under and unnecessary damage" requirement is applied to third party public land users, such as thos involved in the minerals industry. Coyote was legal when it was created because it was in an area that the BLM had designated for open, cross country OHV travel in its 1985 Grand RMP.
