General Dirt Bike Questions

I have a toolbox in the bed of my truck how is everybody tieing down there bikes when they have a tool boxin the way? adding extra tie down points?

I have always run my straps between the bed and box to hook them into the stake pockets up front. Kind of a tight fit, and usually have to lay down to get it. My buddy just leaves his straps hooked in and let's them stay in the bed.. But that makes for dirty and wet straps sometimes.

Went to change my tire today and I have a question about the location of what is called the cap valve.
Its number two in this diagram
So basically its something that covers the hole for valve comes through. The question is does it go on the inside or does it go on the outside of the wheel/tire combo?
Currently its on the outside but its hard to even fill the tires with air and the nut to help hold the valve in place was mia. Kinda makes sense to put it inside and push the valve through and the tube to hold it in place.
Hope it this makes sense.

question:

Does a voltage regulator body need to be grounded?

Here's my voltage regulator:

It's plugged in and mounted to the airbox (plastic). Does the body of the regulator need to be grounded to the frame?

I found a single track today up riding around on the hope to hobble road. It is trail number 060 and the sign said dirtbikes allowed. Where do I go to find that trail and see where it goes?

It looks to me like it's Uintah-Wasatch National Forest.

EDIT: research led me to the forest service office in Spanish Fork at 400 N 40 West. They have maps.
