Upon further investigation and many chats with the gurus on thumpertalk I learned that the CRF's just love to break the case on that bolt. I just had the horrible luck of breaking it on the first kick of a rebuild. The ironic part is that I rebuilt my bike because It zeroed out the valves and I kicked it to death trying to get in one last ride. If I had just kicked the bike one or two more times the case would likely have broken that day instead... Since this is a problem that occurs on every '06-'08 CRF a new case wont truly fix anything. I am going to pull the motor and see if a machine shop can weld on a plate that is gusseted where the new hole will be tapped. Im not sure if its even possible but well worth a shot
